Undergraduate Economics Society

 

Preamble:

The organization responsible for providing support for those students interested in the discipline of Economics at the University of Manitoba is to be known as the Undergraduate Economics Society (UES).

Statement of Purpose: 

The UES is responsible for providing aid and assistance to undergraduate students pursuing their interest in economics in both the social and academic aspects of their university career.

Membership: 

Anyone may become a member of the UES. The UES will not discriminate by race, gender, colour, creed, religion, sexual orientation, age, citizenship, national or ethnic origin, ancestry, mental or physical limitation, marital, family or economic status.

Membership terms will be effective from September 1st to September 1st of the next year.

The Executive, prior to the September 1st of the new term, will set the fees for membership within the UES.

Organization: 

The affairs of the UES will be governed by:

1.                    The President

2.                    The Vice-President

3.                    The Finance Director

4.                    The Special Events Director

 

5.                    The Communications Director

6.                    Member At Large (President)

7.                    Member At Large (Special Events)

8.                    Member At Large (Communications)

9.                    Member At Large (Public Relations and Communications)

THE EXECUTIVE 

Qualifications:

(a) The candidate shall be declared elected if he/she is the eligible candidate receiving the largest number of those votes cast at the general election in which all members of the UES are eligible to vote. The general election will be held at a general meeting held annually in March.

(b) To be eligible to stand as a candidate for a position on the UES executive, a person must be a member of the UES on the day prior to the general election.

( University of Manitoba.   This requirement may be waived at the discretion of the President.

DUTIES OF THE OFFICE 

President

The president shall chair all meetings of the Undergraduate Economics Society.

He/She shall be directly responsible for all actions of the Undergraduate Economics Society.

The President may ask any member of the Executive for their resignation, if one is not offered then the President shall chair a committee composed of three (3) people to determine the fate of the estranged executive. This committee shall be composed of the President and two members of the executive of the UES, including past executives (of up to three (3) years). The result of the committee is final.[1] 

The President is to have complete security clearance and authorization on all matters of finance.

Before any endeavor is allowed to occur regarding the Undergraduate Economics Society, there must be consent by the President. Should consent not be given and the endeavor occur, that member and or department may be asked to resign.

The President is to choose who will be the third and final executive member with complete security clearance, including signing authority.

The President may be forced to resign if and only if the entire executive and two thirds of the members of the Undergraduate Economics Society ask for his/her resignation in writing.

 

The President shall be responsible for coordinating the continuing operations of the UES in the absence of an appropriate member of the executive.

Vice-President 

The Vice-President shall be the Vice-Chairperson for all meetings, executive, general, or a meeting concerning the welfare of the Undergraduate Economics Society.

The director of this office shall act as the Returning Officer if the President is unable or unwilling to act as Returning Officer or if he/she seeks re-election.[2] 

The Vice-President shall become President of the Undergraduate Economics Society if the current President resigns or meets an untimely demise.

The Vice-President shall actively enforce the decision(s) of the President upon the rest of the executive.

The Vice-President shall provide aid and assistance to a member of executive, should they require it.

The Vice-President shall oversee all aspects of the Undergraduate Economics Society, and to ensure each department is functioning effectively.

 

 

Finance Director 

The Finance-Director shall have signing authority for all financial transactions of the Undergraduate Economics Society.

He/She shall be responsible for the proper care of the Undergraduate Economics Society’s accounts.

The finance-director shall be notified of any expenses incurred by members of the Undergraduate Economics Society. The director shall then refund the appropriate amount to whom ever incurred the expense.[3] 

The finance-director shall actively seek funds for the Undergraduate Economics Society in any legal manner. Fund raising endeavors are to be assisted by the Activities and Special events department, these may include profits (if any) on pubs, sales of UES merchandise, the tutoring program, trips, special events, etc.

The finance-director may authorize expenses in direct conjunction with the President. He/She may veto any authorized expense (including the President) if he/she feels that there will be serious damage to the finance of the UES.[4] 

At the request of the President the finance-director shall provide aid and assistance to the Activities & Special Events Director, the Public Relations & Communications Director, and or any endeavour of the Undergraduate Economics Society.

Communications Director[5] 

 

He/She shall speak upon behalf of the Undergraduate Economics Society, and shall maintain any and all aspects of communications of the UES with any organizations it may deal with, including businesses, corporations, UMSU, ASBC, and any other organization, group, or person.

PR & C Director shall inform any media and or any or all of the aforementioned groups regarding the actions of the Undergraduate Economics Society.

He/She shall actively co-ordinate and co-operate with the office of the Activities & Special Events Director.

Should any one of the three executives with signing authority regarding financial transactions resign or meet an untimely demise, signing authority is to be given to this office.

He/She is responsible for all the promotions of the Undergraduate Economics Society, including phone and mail lists. It must be seen that all members are aware of any upcoming events through the most appropriate medium available.

He/She shall co-ordinate all activities and events of the Undergraduate Economics Society, these are, lectures, discussion groups, pubs, trips, graduation, and other event or activity that may arise.

 

He/She shall also pass on the concerns of students to the Executive, should it require attention.

He/She shall actively seek recruitment of non-current UES members throughout the academic year.

He/She shall be responsible for coordinating any aspects of the “Undergraduate Economics Society Tutoring Program”, should the program be running.[7] He/She shall conduct assigning of tutors to students in any manor that he/she deem appropriate.

 

After Presidential consent has been given, the director of the office may proceed in any manor he/she deems appropriate, as long as it remains within the confines of the law.

He/She must update the President with all aspects of the upcoming event, and inform the finance director of all expenses incurred towards the UES and/or towards his/her department.

Special Events Director

The Special Events Director shall be responsible for coordinating the annual UMUES lecture series, including propositioning professors, arranging dates and locations, advertising for the lecture, as well as arranging the purchase and presentation of the honorarium.

 

He/she also shall be responsible for the arrangement of any other events held under the auspices of the UES, except where such arrangements may need the authorization of support of other members of the executive.

 

 

MEMBERS AT LARGE

 

Members at large shall perform duties appropriate to the directorship they serve, at the discretion of the Director responsible.

Terms of Office: 

The executive shall hold all executive rights and privileges, and fulfill all obligations of their office effective May 1st of the year of the election, to April 30th of the following year.

Transfer of Power: 

The President is responsible for ensuring that the new executive receives all UES documents, possessions, signing authority, and any other property/right of the UES.

The President may serve as Executive Advisor from the time his/her term has expired (April 30th) for one year, at the discretion of the following President.

Operations and Procedures: 

Rules of Order for the Executive and General Meetings will be conducted according to “Robert’s Rules of Order”[9], or in a manor that the President deems appropriate, authorized with the majority consent of the Executive.

Resignations: 

On the resignation, removal, or untimely demise of any member of the executive on or before December 1, the UES shall hold a by-election to fill that vacant position, unless said resignation or untimely demise occurs during the term of the executive elect.

If the resignation, removal, or untimely demise occurs after December 1, then the UES shall call for applications for the position vacated from the members of the UES. The applications for the position shall be reviewed by the Executive, which will make a decision through a simple majority vote.

Appointments: 

If there exist positions on the executive that have not been filled during the elections, then this position(s) may be filled by someone appointed by the President, with the approval of the majority of the executive.

Dissolution of the UES: 

The UES is to be dissolved if after the elections in March there is no one to fulfill the duties of the President and Vice-President. Upon dissolution of the UES, all assets will be put in a trust of the Department of Economics of the University of Manitoba . This department will hold onto the assets for three (3) years, and make these funds available to the students attempting to revive this organization, or starting a student representative body from anew. If after three (3) years no such attempt is made, or organization is in existence then the Department of Economics shall be free to dispose of the assets as they see fit.

 

 


[1] Two of the three members of the committee must be concurring. The President shall choose the members of the committee.

[2] If both the President and Vice-President seek re-election then a third person that both the President and Vice-President concur upon shall act as the Returning Officer.

[3] It must be borne in mind that the holder of this office cannot authorize expenses, it must be also remembered that not expenses incurred will be refunded. However, any expense authorized by the President shall be paid in full.

[4] Should the finance director issue the veto towards an expense authorized by the President a vote is to be held by all members of the executive, chaired by the Vice-President. The result of this vote will be final. If the veto is issued towards a non-Presidential authorization, then the President will chair the vote; once again the result of the vote is final. All parties must be able to express their respective points of view.

[5] Due to the nature of this office, the PR & C Director shall be assigned a Member At Large as an assistant. This office is to receive second priority when assistants are to be assigned.

[6] Due to the nature of this office, the Activities & Special Events Director shall be assigned a Member At Large as an assistant. This office is to receive first priority when assistants are to be assigned.

[7] The decision to run the program shall fall upon the President

[8] Due to the relatively limited amount of work associated with this office the administration director may choose to co-chair the social committee. If the assigned chair of the committee cannot fulfill that role due to other obligations, then the administration director is to become the chairperson, (should they choose this second obligation in the first place).
